WEN was created in response to the ban on Federal funding of abortion services for women who were covered under the Medicaid insurance program. Since the ban was instituted in 1976, many Government employees were also excluded from covered abortion services.
While millions of women stand to gain health insurance coverage as a result of the Affordable Care Act (ACA) insurance expansions, many have insurance plans that restrict the circumstances in which abortion services are covered. This continues to leave many low-income women unable to pay for necessary reproductive healthcare.
